Third Party Tester Information
The SCDMV contracts with companies and governmental subdivisions to administer SCDMV road tests. Third Party Testers must be approved by the SCDMV before testing drivers.
If you’re interested in becoming a trainer or tester and would like to enroll in any of these programs, you must meet the qualifications outlined in the specific Third Party Tester Safety Officer Manual and be trained.

Non-Commercial Third Party Tester Approval Process
If you’re interested in becoming a non-commercial (Class D, M, E, or F) Third Party Tester, complete all of the following documents:
- Third Party Tester Agreement (SCDMV Form DL-304E)
- Third Party Tester Safety Officer and/or Designated Responsible Person Application (SCDMV Form DL-304F) for each safety officer and the responsible person
- Affidavit of Eligibility (SCDMV Form AD-808A) for each safety officer and the responsible person
- Provide an official criminal background check for each safety officer.

Commercial Third-Party Tester Approval Process
If you’re interested in becoming a commercial (Class A, B, or C) Third Party Tester, complete all of the following documents:
- Commercial Third-Party Tester Agreement (SCDMV Form DL-404A)
- Third Party Tester Safety Officer and/or Designated Responsible Person Application (SCDMV Form DL-304F) for each safety officer and the responsible person
- Affidavit of Eligibility (SCDMV Form AD-808A) for each safety officer and the responsible person
- Before proceeding with a federal background check, please review the following documents: Privacy Act Statement and Non-Criminal Justice Applicant's Privacy Rights. A federal background check with Identogo will be needed for each safety officer once the application has been approved.

CDL Examiner Training Schedule
If you are a third-party tester, you may be contacted to complete your initial or refresher examiner training with the agency’s Examiner Training Unit. Below is a list of upcoming CDL third party training courses.
All Third Party CDL Courses are held at SCDMV Headquarters in Blythewood. Classes will begin at 9:00 a.m. on the first day, with subsequent classes beginning at 8:30 a.m.
Course Dates:
- April 22 – 26: CDL Original (Modernized)
- April 29 – May 1: CDL Update (Modernized)
- May 6 – 9: CDL Refresher (Modernized)
- May 20 – 24: CDL Original (Legacy)
- May 29 – 31: CDL Update (Modernized)
- June 10 – 14: CDL Original (Modernized)
Please note that these dates could be subject to change.
CDL Original (Modernized): 5-day training. Upon completion you will be certified for four years to administer the Modernized CDL Skills Test.
CDL Update (Modernized): 3-day training. Upon completion you will be able to administer the Modernized CDL Skills Test (does not renew the certification).
CDL Refresher (Modernized): 4-day training for anyone that is ready to switch to the Modernized Skills Test and their certification is expiring within three months of the training date (you will be recertified for four years upon completion).

The agency’s goal is to offer training courses based on the order in which the agency received the application to become a third-party tester.
